Who is eligible for the Eastern talanta Awards nomination

Must be a creative born in any of the four counties but stays outside for purposes of work or any other reason; Machakos, Kajiado, Kitui and Makueni.

OR

Must be a creative who resides in any of the four counties; Machakos, Kajiado, Kitui and Makueni.
